〔記者游太郎／花蓮報導〕台鐵針對「花蓮港線」進行復駛可行性評估，總經費達六億八千二百萬元，建議行駛已修復的窄軌LDK59蒸汽火車，部分路段並與自行車道共構，希望創造出花蓮獨特的臨港觀海鐵道特色。
二○○九年春節期間，行政院長副院長毛治國（時任交通部長）視察花蓮交通及觀光時，深感若能讓蒸汽老火車復駛花蓮港線，遊客飽覽海岸風光，又能回味早期火車的記憶，對花蓮觀光將有加分效果，此舉獲得花蓮縣長傅崐萁支持，立即委由台鐵針對花蓮港線進行復駛可行性評估。
台鐵日前完成可行性評估報告，除預估總經費達六億八千多萬元外，並建議行駛已修復的窄軌LDK59蒸汽火車，復駛工期約四十一個月，由花蓮港至花蓮舊站全長約四點二八公里，但因路線長度不夠，擔心吸引力不足，且部分路段縣府已改建為自行車道，經溝通，縣府評估自行車道仍有保留需要，未來將採軌道與自行車道共構方式。
評估報告指出，花蓮港線的優勢在於是全台唯一臨港路線，搭乘蒸汽火車瀏覽花蓮海線風光，體驗懷舊之旅，深具觀光潛力，且可將單純的鐵路運輸轉換為鐵道文化觀光，形成觀光活動與鐵道文化融合的新旅遊型態，可營造為感性與知性融合的的文化深度旅遊。
不過，台鐵也擔心，因長度短，營運成本將偏高，在營運收入有限情況下，未來營運可能要由縣府負責，台鐵僅提供技術支援，相關燃料、維修費用及人事支出等營運成本，全額由縣府支付，自負盈虧，但詳細的細節仍須進一步溝通。
縣府觀光暨公共事務處長蘇意舜表示，對於台鐵完成可行性評估表示肯定，至於重建及營運費用，恐將非縣府所能負擔，將會專案進行評估，相關細節將與台鐵進一步協商，但對這條新的觀光路線復駛充滿信心。
